Mix the plant-based milk and the flax meal in a medium mixing bowl and set aside.
In a small saucepan set over low heat, slowly melt the butter with sugar and cocoa powder while whisking. Once melted, remove from heat and scrape into the mixing bowl and stir. Then stir in baking powder, espresso powder, salt, and vanilla until combined. Add the vinegar, and chocolate hazelnut butter and stir just until mixed, then the flour and stir in until smooth.
